API Recommended Practice for Fatigue Risk Management Systems for Personnel in the Refining and Petrochemical Industries
After the 2005 BP Texas City refinery incident, the U.S. Chemical and Hazard Investigation Board (CSB) investigated and made several recommendations based on their findings. One specific suggestion was for the industry to develop “fatigue prevention guidelines…that, at a minimum, limit hours and days of work and address shift work.” Following the advice of the CSB, API, a program accredited by the American National Standards Institute, composed a document for the industry to use as a blueprint for creating Fatigue Risk Management Systems. This document, Recommended Practice 755, details the proper approach to creating a proficient FRMS and bullets the requirements that should be addressed within the FRMS. Hours of Service guidelines are also addressed in the text.
